Québec: Emigration by Investment Explored

Eligibility Criteria

Proficiency in French is required.

A secondary school education

A minimum residency period of six months under a work permit

Minimum Net Worth Requirement

An individual must possess a net worth of at least CAD 2,000,000. Proof of lawful acquisition of this wealth is required. Donations received less than six months prior to application are not considered.

Senior Management Experience

Acting as a senior manager with budgetary responsibilities for at least two of the past five years. 

Investment Agreement Stipulation

A binding agreement with an investment broker or a trust company approved by the Ministry of Immigration, Francisation and Integration and IQ Immigrants Investor Inc. is required.

Five-Year Investment Obligation

A mandatory five-year investment of CAD 1,000,000 with IQ Immigrants Investisseurs Inc. is stipulated. This investment is government-guaranteed in Quebec. A non-refundable financial contribution of CAD 200,000 is also requisite, with credit facilities available for financing the investment.

Upon investment maturity, the financial intermediary will refund the amount of CAD 1,000,000 without interest within 30 days. However, the reimbursement amount may vary if the investment is financed.

Residency Condition

The applicant must hold a valid work permit.

Within two years of the permit’s issuance, a minimum six-month stay in Quebec is required for both the applicant and, if applicable, their spouse or de facto spouse.
