Canada’s entrepreneurial landscape is undergoing a transformation thanks to the burgeoning popularity of the Start-Up Visa (SUV) program. This initiative, designed to attract international entrepreneurs, has seen a significant uptick in the number of new permanent residents settling in Canada. Recent data from Immigration, Refugees and Citizenship Canada (IRCC) highlights a near 30% increase in SUV participation in August compared to July.
The SUV program’s growth is evidenced by the escalating number of permanent residents. In August, 175 entrepreneurs were granted permanent residency, marking a substantial increase from July’s 135. The IRCC has notably expanded the program’s capacity, increasing the annual admission cap from 1,000 in previous years to an anticipated 3,500 in 2023, 5,000 in 2024, and 6,000 in 2025.
The monthly immigration trends further illustrate the program’s expansion. After welcoming 65 new permanent residents in June, there was a remarkable 107.7% increase in July. By the end of August, 640 new permanent residents had been welcomed via the SUV, potentially reaching 960 by the year-end.
Ontario and British Columbia have emerged as popular destinations for immigrant entrepreneurs. Ontario welcomed 370 new permanent residents through the SUV, and British Columbia 200, in the first eight months. Alberta and Manitoba also contributed, adding 20 and 50 new permanent residents, respectively.
While the SUV program is impactful, it is smaller in scale compared to federal worker programs like the Federal Skilled Worker (FSW) and Federal Skilled Trade (FST), or the Provincial Nominee Programs (PNP). This size difference sometimes leads to exaggerated perceptions of the SUV program’s monthly fluctuations.
Entrepreneurs can initially enter Canada on a work permit backed by a designated Canadian investor. The permanent residence application process through the SUV takes about 37 months. The program recognizes investments from angel investors, venture capital funds, and business incubators, each with specific investment criteria.
Successful establishment in Canada’s start-up ecosystem often requires guidance from business consultants and immigration lawyers. These professionals ensure that start-up concepts meet industry standards and regulatory requirements.
To qualify for the SUV, entrepreneurs must meet several criteria, including having a viable business plan, a commitment certificate, and a letter of support from a designated entity. Additionally, they must possess sufficient settlement funds and demonstrate language proficiency in English or French at the Canadian Language Benchmark level 5 or higher.
